FIFA: Nya regler för lån
För att stävja spelarspekulationer vill FIFA införa nya låneregler.
"The committee also endorsed new regulations concerning loans of players to ensure that they have a valid sporting purpose for youth development. In accordance with the new regulations, which will be submitted to the Players’ Status Committee and the FIFA Council for approval, as of July 2020, limitations on international loans of players aged 22 and older will be introduced. There will be a transitional period, with a limit of eight international loans in and out as of the 2020/2021 season, going down to six in and out by the 2022/2023 season, with a maximum of three loans in and three loans out between the same clubs.
At domestic level, the new regulations set a period of three years for member associations to implement rules on a loan system, which are in line with the principles established at international level.
In addition, with regard to matches and competitions with an international dimension, the committee endorsed the principle set out by the FIFA Council that official domestic matches should take place on the territory of the member association concerned. Regulations on this matter will be submitted to the FIFA Council."
Det var del av FIFA:s officiella förklaring hur det ska gå till att klubbar inte ska utnyttja billiga köp och sen höja värdet genom att låna ut spelarna. Dock råder det lite oklarheter vad som verkligen kommer gälla.
Bland annat skriver de: "limitations on international loans of players aged 22 and older will be introduced. There will be a transitional period, with a limit of eight international loans in and out".
Jag tolkar det som att lånen gäller mellan klubbar i olika länder. T.ex. att Sassuolo lånar Boga från Chelsea.
Sen är det otydligt om det gäller åtta spelare in/åtta spelare ut eller om det är totalt åtta spelare som komma in och ut i klubben.
Hursom, sen ska de tryckas ner till sex spelare för att sen, efter tre år, vara ner på max tre in och max tre ut.
Sen är undran varför det bara gäller för spelare över 22 år? Varför inte direkt från 18 år?
Det här kan självklart vara en stor sak för internationella storklubbar som Chelsea, som i år lånatut hela 15 spelare över 22 år.
I Italien kommer "låneklubbar" som Genoa och Udinese beröras då de ofta låna från utlandet. Atalanta, som också satt det i system, känns mer som de lotsar ut dem i Italien än utomlands.
Sen kan vi inte komma ifrån att klubbar kommer komma runt det här ganska enkelt med att göra köp och säljrättigheter i stället, vilket gör att systemet nog kommer behövas justeras ytterligare.
Ett steg på vägen i alla fall.
